Being Fair To Rich Non-working Families

Guy the Friday Mash Superfly was on a wall in Malcolm’s office when Scott came in for a final budget review. Here is Guy’s on-the- spot account of how they arrived at some momentous last-minute decisions.
The story starts here...

“Hi Scott” said Malcolm “everything set for Tuesday?”

“Cooking with gas” replied Scott

“Let me see” mused Malcolm “we didn’t decide to cut MP’s pay did we?”

“Absolutely not” replied Scott “There was zero support for it from any party and a general view that if we did anything as drastic as that it might panic people into thinking there was either another GFC or we’d had a mental breakdown”

“We should probably do something about superannuation” commented Malcolm

“We have” said Scott

“But have you made sure that ours won’t be affected?” asked Malcolm

“That’s the only way we could get it through the Senate” replied Scott

“Let me see” said Malcolm thoughtfully “we decided against cutting everyone’s income tax didn’t we?”

“Yes” said Scott “it got strong support from the Greens so it was obviously the wrong way to go”

“I see Shorten’s announced a carbon pricing policy” said Malcolm gleefully “all we need now is for Julia and Bob Brown to come out in support of it and for Rob Oakeshott to take seventeen minutes to explain that he supports it as well”

“It’s a shame we couldn’t touch the GST” said Scott

“I know” concurred Malcolm “but we have to be scrupulously fair and for some reason that I can’t quite fathom the GST’s only fair up to ten percent. I think we got negative gearing right”

“Absolutely” replied Scott “Labor only think about the effect on the rich and forget all about the massive hit their policy would have on working families who don’t have to work so hard because they’re negatively geared”

“That’s the trouble with Labor” opined Malcolm “they only think it’s possible to be unfair to people who haven’t got any money but it’s quite fair to be unfair to people like you and I who have got a few quid. By the way whatever you do don’t promise to deliver a surplus in your budget speech in under ten years”

Wayne promised a budget surplus hundreds of times but never delivered one” said Scott “I’m going to promise a deficit and I’m determined not let anyone down”
