I want to be absolutely clear about this

Why does Tony believe that Coalition MPs shouldn’t vote with their conscience on gay marriage? Is it because he’s aware their consciences are under too much stress from having him on them, he agrees with Tanya Plibersek about a binding vote or because he’s a conscience objector?
